Portugal Mainland entered the last phase of the lockdown easing plan with the reopening of land borders and an almost normality of trade and restaurants. Besides that, air traffic restrictions remain, with India joining the list of restrictions on arrivals to Portugal.
According to Order No 4473-D/2021 of 30th of April, passengers from countries with an incidence rate of 500 cases or more per 100,000 inhabitants in the last 14 days can only make essential journeys and are required to comply with a prophylactic isolation period of 14 days. The list of these countries includes:

Essential journeys are also allowed, without the need for compliance with prophylactic isolation, to passengers from countries with an incidence rate of 150 cases or more per 100,000 inhabitants, such as:
As with the air traffic restrictions established above, the obligation, regardless of nationality, to the presentation of the negative PCR test remains mandatory.
