Approved the Local Housing Regulation in Lisbon

The Lisbon City Council approved the draft Local Housing (LH) Regulation, which establishes absolute containment areas and relative containment areas for new registrations.

  • Absolute containment areas are considered to be homogeneous tourist areas with a ratio of LH establishments to more than 20% permanent dwellings. In these areas, no new LH registrations are allowed except for the rehabilitation of dilapidated buildings or the complete rehabilitation of vacant buildings.
  • The areas of relative containment are homogeneous tourist areas that have a ratio between LH establishments and number of permanent dwellings of 10% or more and less than 20%.

The Bairro Alto, Madragoa, Castelo, Alfama and Mouraria zones will be part of the absolute containment areas, while the Graça and Santana Hill areas will be part of the relative containment areas.

The Lisbon City Council approved on April 30 the extension of the suspension of the authorization of new registrations of local housing in Alfama, Bairro Alto, Castelo, Madragoa and Mouraria and added the areas of Graça and Colina de Santana. This suspension will be effective when it is published in the Municipal Bulletin and until the final approval of the Municipal Regulation of Local Housing, which is now for public discussion, and may be subject to modifications.

It was also approved, by the municipal executive, the award of the third contract of the Social Security Buildings Reconversion Program in housing accessible to the company Openline Portugal SA, in the amount of about two million euros (including VAT), and with a contractual term. 365-day execution time.

The councilors also approved the award of the contract for the Jardim do Caracol da Penha, a project that won an edition of the Participatory Budget of Lisbon, worth 1.9 million euros (excluding VAT), as well as a financial award, worth 10 € 8 million to the “Lisboa sem Rodinhas” program.
