These measures aim to balance the housing market and tourism by imposing restrictions on 19 neighborhoods and 8 parishes.<\/p>\n<p>&nbsp;<\/p>\n<h3>Containment Categories for Local Accommodation in Lisbon<\/h3>\n<p>The affected areas have been divided into two main categories:<\/p>\n<h4>Absolute Containment<\/h4>\n<p>In these areas, where more than 5% of housing is designated for local accommodation, opening new establishments is prohibited.<\/p>\n<p>The parishes under absolute containment include Santa Maria Maior \u2013 the most saturated parish in the capital, with 68.8% of housing dedicated to local accommodation \u2013 Miseric\u00f3rdia, Santo Ant\u00f3nio, S\u00e3o Vicente, Arroios, Estrela, Avenidas Novas, and Alc\u00e2ntara.<\/p>\n<p><strong>Relative Containment<\/strong><\/p>\n<p>In these areas, where the percentage of local accommodation varies between 2.5% and 5%, the creation of new establishments will be allowed but with additional restrictions.<\/p>\n<p>The parishes under relative containment include Bel\u00e9m, Campo de Ourique, Penha de Fran\u00e7a, Parque das Na\u00e7\u00f5es, Ajuda, and Campolide.<\/p>\n<p>&nbsp;<\/p>\n<p>In addition to the parishes, specific neighborhoods may also be subject to maximum restrictions, even if located in relative containment areas. For example, neighborhoods such as S\u00e3o Bento and Santa Isabel in Campo de Ourique and Avenida Gago Coutinho in Alvalade face prohibitions due to the high number of existing local accommodations.<\/p>\n<p>These measures reflect the municipality&#8217;s intention to reduce the ratio between properties designated for local accommodation and the number of homes available for families in each neighborhood or parish.
